Like with any product, depends on the tire and manufacturer. They are much better than normal tires in icy conditions.

Directional tires are ideal for hard surfaces in good weather conditions. The best tires for driving in snow are snow tires.
If you are visiting in the winter it is probably a good idea, because sometimes the snow is quite deep, or it is icy. If you are visiting in the summer- please don't waste your money on snow tires! There won't be any snow.
