Why are the Philippines different from other countries where nuclear power is used routinely, like the US, Canada, France, UK? I believe you have a plant that was built but never operated, which seems very extravagant. In the UK we could not afford to do this. I think you will have to look at your own society, history, and politics, to decide if it is wise to have nuclear power. I believe there is a history of terrorism in the Philippines, so you need to consider can any plant be protected. Do you have earthquakes? That is another disadvantage if so.
