You need to be more specific with which Space Marines you are referring to. Is it standard Ultramarines? Space Wolves, Black Templars, Blood Angels? This will change what upgrades they get. Then also, are you talking about tactical squads, assault marines, devastator squads, veterans HQ? It changes what you can add to each squad.
Yes, in a way. The Black Reach set has Space Marines, which use the "Space Marine" Codex. Space Wolves use their own codex. I wouldn't try it if this is your first army, because it would take a lot of converting to make Wolves look like normal Marines. Compare the Wolves with normal Marines. [See links at bottom for comparison] Wolves have lots of Nordic and wolf-themed icons, adornments, and armour. Normal Marines (Ultramarines or whatever chapter you're into) have none of that. If you play with a few friends who you know well, then it might be ok to substitute Marine models for Wolf models in a few games, so you can see if you like the Wolves. But in a tournament or with people you don't know, you're not gonna be allowed to proxy Marine models. Space Wolves need to look like Space Wolves...if you don't think Wolves are better looking or cooler than normal Marines, then they aren't for you. The Black Reach set is definitely a good cheap way to start playing WH40k, but only for Orcs and SM players. If you want to save some money and aren't into Orcs or SM, try looking on eBay for auctions or at your local hobby store. I got my Grey Knights army from eBay, and saved at least $200 from what I would've paid at Games Workshop.
