No, they are two completely different franchises made by different film companies.
It will be released the last Friday of October before Halloween in 2010. Also, Saw 7 will be filmed in 3D. For future note, Saw 8 will be released the last Friday of October before Halloween in 2011. All Saw films have been released the last Friday of October before Halloween and will do so until the fans become tired of the series.
These are two different characters. Jason is from the Friday the 13th movies while Michael Meyers is from the Halloween series.

The next movie in the series is called "Halloween 3, Season of the Witch". It doesn't have much to do with Michael Myers though. In my personal opinion it was the worst one in the series.
