Bullroarer Took was 4 feet 5 inches tall and only two hobbits were ever taller. Generally hobbits are 3 to 3 1/2 feet tall. The name halfling was given to them by the Dunedain, who were very tall, around 6'6". the two hobbits that were taller were meriadoc brandybuck and peregrin took, but only because (in the books and deleted scenes) they drank entwash while with treebeard. also if you would like to know, the oldest hobbit was bilbo baggins but like merry and pippin, he "cheated" and only reached 131 and onward (no specifics on age of death) because he used the ring. the oldest hobbit without "cheating" was the old took at 130.
Hobbits, at first glance, don't appear to be very capable/strong because of their lack of size. However, as Frodo, Bilbo, Sam, etc prove, you can't merely judge hobbits based on their size because they are actually extremely able people that can surprise you. All true, but it was a specific statement. Gandalf said it of both Bilbo and Frodo. After Bilbo was able to escape the orcs and Gollum and after Frodo was skewered in Moria. Both times Gandalf had a suspicion they were keeping secrets, but he left it up to them to explain.
It occurs on several occasions. In the mountain being chased by the goblins, he falls and is knocked out and the goblins overlook him. In Mirkwood, the spiders capture them and Bilbo has to rescue them. Again, the Elves capture the party and Bilbo escapes, partially due to his small size and his magic ring.

Creative shooting mostly, if you shoot from certain angles you can make on person appear to be taller or shorter than the other. *Sometimes they even had other actors stand on a box* I doubt that this was the case. Hobbits are little people, about half the size of a full grown man. They live in small houses (holes) with round doors. Hobbits have curly hair (usually brown) on their heads and the tops of their feet. They rarely wear shoes, although they do quite a bit of road-walking. Hobbits tend to dress in bright colours, chiefly yellow and green. They are a most hardy folk who love to eat. They also are particularly skilled at the brewing of ale and the growing (and smoking, of course) of pipeweed. As Bilbo Baggins would say, "But where our hearts truly lie is in peace..." The main hobbits in "The Hobbit" and "The Lord of the Rings" are Bilbo Baggins, his young cousin Frodo Baggins, Frodo's servant and loyal friend Samwise "Sam" Gamgee, and Frodo's two friends, Meriadoc "Merry" Brandybuck and Peregrin "Pippin" Took.
