Generally speaking, the crust of the earth is a solid. Yes, there are oceans on the earth. Heck, they cover much of the surface. But the crust extends down well below the bottom of the ocean. The only layer of the earth that is completely liquid is the outer core. However, there is some evidence to suggest that there are pockets and/or sections within the mantle that are liquid or partially liquid.
