Because there are three branches to the government as there are three rings in the circus. The governments three rings are: the Legislative Branch, the Executive Branch and the Judicial Branch and they all work at the same time just like all three rings in the circus are performing at the same time.
Party ties are important in helping different levels and branches of government cooperate because they help people openly share their similar ideas.
It was considered to be a compromise because they had to make sure that all three branches had the same number of power.
The purpose was to keep the other two branches in check. This way all branches have the same amount of power and cant take over the U.S.
