No in fact they are not. Halo Reach takes place about 4-5 months prior to the events in ODST. At which point the SMG was created and people at UNSC started equipping ODST units with them. The only thing that is remotely close is the fuel rod gun, gravity hammer, pistol (minus the silencer), and assault rifle.
