Wild Chansey are found in the Safari Zone. It's a rare encounter and is difficult to catch, along with the fact that it can flee at any time during the encounter.
You have to pick it up in the safari zone its in the same part of the safari zone that you get the surf HM except its out side of the house in that area, and if you don't know where the house is than it can be tricky because there are allot of different ways to go and you run in to allot of Pokemon, rare Pokemon they are hard to catch too especially the really rare ones like scyther and pincer and kangaskhan. I'd go to youtube and find a safari zone walkthrough. This is all based from Pokemon yellow so i don't know if it would be any different for fire red or leaf green.
In Pokemon Silver, the Safari Zone is closed and cannot be accessed by the player. Since no place like it exists elsewhere in Johto or Kanto, the Safari Zone is not available. The zone was created and incorporated into the game, but due to programming issues, was not allowed access by the player. The data still exists in Pokemon Silver and if cheat codes are used correctly it can be accessed. However, it is not possible to catch any Pokemon there and it is simply an area inside the game. It is impossible to legitimately open the Safari Zone in Pokemon Gold and Silver. Luckily most of the pokemon can be found in nearby routes.
Dratini can be found by fishing in certain parts of the safari zone.
you can't get dragonair in the safari zone but go fishing with a good or super rod in any water until you find dratini the first form of dragonair
at the safari zone in rocky beach if you need to no where any more pokemon are just search serbii pokedex in google :)
When it comes to capturing any shiny pokemon it all boils down to luck. Shiny pokemon are different colorations of pokemon that appear 1 out of 8000 chances so finding one is the hardest part and depending on where you find the pokemon it may be even harder to capture it. Just like regular pokemon shiny pokemon can be captured more easily if they are weakened or given status problems however if you found a shiny pokemon in the Safari Zone the only way you can successfully capture the pokemon is use Bait, throw Rocks or simply throw as many Safari Balls as you can before it runs away. My advice and #1 method for capturing pokemon in the Safari Zone is to go straight to throwing Safari Balls because it gives you more opportunities to succeed although this may not apply depending on the pokemon such as the rare Chansey or Tauros.
