Some theories are considered true - others we are pretty sure are not are not true.
A theory is merely a testable hypothesis - an educated guess if you will. We are constantly revising and modifying theories based on new information and the results of tests of the theories.
If a theory is found to successfully predict or correlate with observations over a prolonged period of time it generally gets elevated to being considered a "law" - but even "scientific laws are fair game for modification - or being discarded - if a counter example is found or a a new theory more successfully predicts and explains what the law was trying to account for.

Science is knowledge. Theories are tested for veracity (truthfullness) and if they are found to be true and cannot be proven false they become the body of science.
Scientifically speaking, theories do not become facts. Facts are things that are observed to be true; theories are created to explain why a particular set of facts are true.
