In general, yes. However, there are many species of dolphins that are critically endangered, among these include Maui's Dolphins (a subspecies of the Hectors Dolphin), The Ganges River Dolphin, and various other River Dolphins, to name a few.
If dolphins were to increase, then the food chain would not be very balanced, because there would be less fish effecting fishermen immensly.

All living things need to be protected. Are we reaally worried about our oceans becoming overpopulated with Dolphins? The world is covered with 2/3 water. There is plenty of room for the dolphins. Lets have open season on the fishermen who kill them in Japan. Thats my choice.
