No, actually it hasn't. So far no life is known to exist on Mars, and the so-called "fossil bacteria" found in a Mars meteor has *not* been proven to be the remains of a life form. We have sent probe after probe, and are talking about sending people... but have never sent a microscope/camera combo that would actually settle the matter. Let's face it, when the matter is settled the budgets go bye-bye. They'd rather risk bringing alien microbes to Earth, risking a "War of the Worlds" in reverse, rather than simply send an instrument that would settle the matter and ruin the budgets.
