I doubt there are any websites devoted to just drawing Naruto characters. The best way to learn is just take out a naruto volume, look at the picture you want to draw, and copy it. Start with a circle for the head. Or you can trace.
If you are talking about the manga/anime, the original artist is Masashi Kishimoto...but I, like millions of other fans, can draw Naruto fanart decently. If you are talking about the food, anyone with a craving for cupped noodles can draw naruto.
Im not really sure, but you can always learn how to draw ANIME and then draw him; but if you dont have that kind of time, then try to find a book on HOW TO DRAW NARUTO CHARACTERS, or tracing them. Or you can try this site for a tutorial: www.DeviantArt.com

You can't technically draw manga books by Hikaru Hayashi.
Naruto is still an on-gowing series that comes out weekly therefore this is impossible to answer
The Naruto books are called manga. The main series is simply titled "Naruto," and there is also a sequel series called "Boruto: Naruto Next Generations." Additionally, there are various guidebooks, artbooks, and light novels related to the Naruto franchise.
