I believe there was some history on this that may have disappeared or hushed over time where quite a few Germans claimed to be Jewish to either escape persecution if they participated in the Nazi regime or to just simply not be blamed for what the Nazi regime did to another group of people. Those particular Germans even went so far as to adopt Jewish-like names (although there were a lot of Jewish names that were originally German) and adopting their religion and lifestyle.

It's just a myth that Jews with tattoos can't be buried in a Jewish cemetery. This myth arose because there are a few Orthodox cemeteries that will not allow burial of people with tattoos, but these rules are cemetery rules, and not Jewish law.
