I don't think so. The only serial killer I could find was Herbert R. Baumeister. It is uncertain as to how many victims Baumeister had. He committed suicide on July 3, 1996.

It's possible that there is one presently active. Two young women, one from Georgia, the other from Florida, disappeared suddenly just months apart. The crimes have many similarities and police from both states are comparing notes.

There are no precise numbers for the African continent but South Africa has 18 confirmed serial killers. According to FBI statistics %76 of serial killers are American. Europe has %17. Great Britian, Germany and France have %68 of Europe's total serial killers. This makes up about %93 of the entire world's serial killers from these four countries. The remaining %7 are disbursed over remaining countries. Although South Africa's serial killers seem to be on the rise, it still is a very small amount percentage-wise compared to the above countries.
It depends on which tornado you are referring to. South Dakota has had many tornadoes. Most have not been killers but some have been. So far in 2010, however, the have been no tornado fatalities in South Dakota.

Most have never been caught yet. ( I have researched Serial Killers for more than 20 years-I'm 51 years old) I believe that according to FBI statistics America contributes to apprx. %85 of the world's serial killers. The rest are usually found in other industrialized nations such as Great Britian.
