The poor people have the lottery. Those with more money, or serious gambling needs always find a
place to exercise them, as with all illegal activities. San Francsico has a long history of gambling.
When it became illegal, it just went underground, it never went away. What you won't find here is
Monte Carlo style or Vegas casinos. If we had them, they'd likely take a big piece of business away
from other locations, but those places all lobby against legal gambling anywhere they are not getting
a piece of the action.
