No. US dimes have never been made from a magnetic metal - only from silver/copper alloy up to 1964, and copper-nickel clad after that.
However, Canadian dimes have been struck in either nickel or steel since mid-1968 and those metals ARE attracted to a magnet.

No British coin is magnetic. Actually, older (1971-1991) 2p coins are not attracted to a magnet and newer ones are. The reason is that the rising price of copper forced the Royal Mint to change the composition from bronze to copper-plated steel. Many other countries that had low denomination copper or bronze coins also changed their compositions during that same time period or, dispensed with the coin coin altogether.
Copper supplies ran heavy, and copper prices slumped by as much as 50 percent in the latter half of the 1990s, especially during 1998 and 1999.
The lowest denominations of current UK coins will be attracted to a magnet. In the UK, copper-plated steel was used for 1 and 2 pence coins beginning in 1992, replacing their bronze predecessors. Steel, being an alloy of iron, can be attracted to a magnet. The 5 and 10 pence coins were changed to nickel-plated steel in 2011. These coins will also display magnetic properties. In 1998, some 1 and 2 pence coins were issued in bronze (not magnetic).
Well, are any of the other 1998 dimes in your pocket very shiny* and magnetic? I'm willing to say not. There are at least 2 possibilities: > It's a fantasy piece someone made out of steel or similar metal. In that case it's worth nothing. > It's an off-metal strike that happened when a blank intended for a similar-size foreign coin accidentally got mixed in with normal dime blanks. That's a true mint error and can be worth something. Unfortunately the only way to tell would be to have the coin examined in person by a dealer who handles error coins. (*) That's one 'n', not two. "Shinny" means to climb up something in a wiggling fashion.

Almost certainly 5 cents. US nickels don't have enough copper in them to look copper-colored. Your coin is most likely discolored due to exposure to heat, chemicals, or other contaminants.
