Yes, they are, as the mountains are formed by the tectonic plates meeting head on, and being driven upwards. Which causes the ground to shake, which is what we call an earth quake.

Mountains are fond all along the tectonic plate boundrys as well as valleys, which is when the land is moving apart also due to the tectonic plates below pulling away from each other.
