In the United States (including Ohio), the First Amendment and related jurisprudence guarantee that it isn't illegal to fly any flag, anywhere, with just a few exceptions. The exceptions can be generally categorized as 1) immediate incitements to violence or mischief and 2) obscenity. Unless the confederate flag says "Fire! Run!," says "Rally here to blow up a federal courthouse," or displays child pornography, you're certainly safe from the law. Your friends and neighbors may be another concern.

Any state flag should be flown below or level with the US Flag, but never above it. If it is on the same level it should be on the right, this includes Texas. The rumor that Texas is the only state that is allowed to fly at level with the US Flag is just that a rumor and an urban myth.

An Irish flag flying in another country would not be flown highest, whereas the flag of that country might be. The colors of the Olympic rings represent the colors any nation may have on its flag with no exceptions. So the color blue represents the blue in any national flag, such as Greek, French, Swedish and so on.
In the US it should. It is the flag of the United States. There are certainly no other national flags that should ever be flown above the US flag anywhere within the US. It would be like saying that the other country has preeminence over the US, even in US territory. That would be ignorant and disrespectful, and possibly even illegal. Can you imagine going to any other country, and flying the US flag there, above the flag of that country? It may not be a formal declaration of war, but in the eyes of many it would be very close.
