Research has shown that if one needs to attend a drug rehab and does not have insurance or funds there are options available. There are government sponsored programs available to those less fortunate. The "Arc Treatment" website allows one to link to the SAMHSA page that assists in locating options available for a free drug rehab.
The only such services are court-ordered rehab programs, which aren't really "free", just paid by the taxpayer. If you have private insurance, it will pay for some of an inpatient stay, but because drug rehab is notoriously unsuccessful, it won't pay for very long.

As far as I could search, there are no States that offer drug rehab WHOLLY FREE but almost all the States in USA have some rehab centers that offer free drug rehab. A good source for finding such centers could be - http://interventionamerica.org/ where such centers are listed State-wise.
Yes there is many programs for rehab in alcoholism. A really good one would be the SAMHSA Of America.
The Salvation Army has been providing free drug rehab to those who cannot afford to pay for decades. Programs offered include: 12 steps group sessions, bible studies, and individual instruction.
