For game creation, design, and development, there are many community colleges that offer this major, as well as some four year institutions. Thus, you can start with an associates degree, and if desired also finish a bachelor's degree.
I'm not sure of any specific colleges in North Carolina that offer game development-specific majors. There is Savannah College of Art and Design, though, in Savannah, GA, which is fairly close by. Ringling is in Orlando, FL. There is Digipen in Seattle, WA. Guild Hall in Plano, TX. Academy of Art in San Francisco, CA. I believe that any of the art institutes should have a degree in game development but I would stay away since they are not known for producing quality students. Make sure to apply for a scholarship and also choose a school that is close to a lot of game development studios. North Carolina is a good location and near studios, yet there are not many schools there. It is even better to take game development classes at a community college or Art Institute at a college in a town that is popular for game development, because you will almost certainly have game development professionals as your teachers. Most community colleges offer game development majors now. If you need more help you can try reading books on game development and 3D World Magazine releases a study every year of the top 10 art schools for game development. Here's a link to a good book on the subject: http://www.amazon.com/How-Get-Job-Video-Games/dp/0985377801/
There are a few colleges that offer video game-specific degrees. Try Digipen, Guild Hall, Ringling, and SCAD. There are many other colleges that offer degrees in game development now, even community colleges. You'll want to watch out for these, though, because the professors may not be as knowledgeable. You should always aim to be taught by industry professionals because the industry is always changing anyway and each studio has different needs. Just make sure that you pick a major before you pick a general college, as an art school may have a game development program but that wouldn't be the same as a technical design or programming school. A lot of the top ones I mentioned should have design and art degrees simultaneously, so that way you can still experiment in which field you want to focus on. If you have more questions and still are unsure of which college to go to, try reading this book as it has a lot of the information you are looking for and talks about the best colleges for game development: http://www.amazon.com/How-Get-Job-Video-Games/dp/0985377801
You can take on-line classes in video game design and programming that will lead to an Associate, Bachelor's or Master's degrees. This link provides information on two such colleges that have a variety of fields available to those wanting to pursue video game design: http://www.guidetoonlineschools.com/degrees/art/video-game-design
A game development degree is a great degree for those who have interest in the artistic and creative aspects of video games. The degree is focused on giving the student knowledge of the game's development and design process.
