No, the government should not actively stop any racism between blacks and whites or any other race as one should be free to form their own thoughts and opinions. To stop racism, it should be on the individual at hand and those around them who care enough to educate and teach tolerance, but still let the final decision rest on that said individuals shoulders; that would mean they actually want to change themselves and are sincere as opposed to just being forced and are appeasing. Whenever someones racism goes as far as to infringe on the rights of others, that's another story and is against the law in the US.
