Yes, Pokémon HeartGold and SoulSilver will have a Move Relearner.
The Move Re-learner is found in a house at Blackthorn City. There is also a Move Deleter and a Move Tutor there as well.

∙ 12y agoyes, in blackthorn city there is a house in which there are three people . one will teach ultimate moves to your starter pokemon , second lady can teach draco meteor to dragon type pokemon and the third one can teach a move your pokemon forget now or pre evolution moves he will demand heart scales for each move he teaches
