You could complete the Pokedex without catching any Pokemon - you just have to see them for them to enter into your Pokedex. But some Pokemon, such as Vibrava, Beldum and Metang, you will have to catch as no trainers in the whole region will have them. Also, if you want to evolve any - you have to catch them first.
