Not that I know of. There isn't much life in the tundra biomes so there isn't really anything to protect other than few plant and animal life forms.
yes, near North Canada might not exactly be in the tundra climate but it will be very similar.
The tundra has barely any vegetation; perhaps a few shrubs near the taiga, but it's rare. Think of the arctic when you think of the tundra; that's far northern Russia and parts of Canada that are really close to the north pole.

To find villages, just explore. If you have an old save, you won't get any of the new biomes or villages. So be sure that you're on a world that was created after the update.
