Any city directly on the Gulf (not the cities on bays) will have beach access. Texas beaches are public property from the vegetation line down to the water. State law requires public access points for every 1/2 mile of shoreline for beaches which are closed to vehicular traffic. I am not sure of the requirement for beaches which are open to vehicular traffic.
