The presence of clouds has no effect on drought - only rain.
There is no way for us to make clouds rain when we want them to. If we could do that then we would not be worried to much about it being to dry, we would just make it rain. Why can't seeding the clouds make them rain ?
There would be no rain. That means drought, famine etc. In anyway we cannot live.

because with out the troposphere we wouldn't have oxygen to breath. also we wouldn't have clouds forming because they occur in the troposphere also. with out clouds we would go into drought and dye.

There is little anyone can do to prevent drought. We are experiencing climate change now because of global warming, very difficult to prevent.Some places try cloud seeding, which is a way of spraying chemicals onto clouds to force them to release their water content. Silver iodide, potassium iodide, dry ice (solid carbon dioxide) and salt have all been used, with varying success, as the water has to in the clouds first..
