A card that is not officially produced by Konami (otherwise known as "fake") is illegal in any official Duel or tournament. It may or may not be used in casual Duels depending on whether or not your opponent agrees to let you use the card and also agrees on the effect, if it has any.
There are cards that are produced by Konami that are also prohibited from official Duels and tournaments (most notably the original print God Cards, not the Effect Monster versions).
