There are inexpensive cell phones but I think what you are asking about is the actual cell phone plans. Those will vary from provider to provider, not from phone to phone.
You should have read the fine prints, the actual limit is normally listed in there. In some places, unlimited means that while there is no actual limit, they may charge you extra over a certain number of message. It could also be that you have used over 100 minutes.
It totally depends on how you use your cell minutes and how much your carrier charges for each type of plan. If you are constantly getting overage charges for using to many minutes, contact your carrier and talk with them about changing to an unlimited plan. But if you regularly have minutes that roll over and only occasionally go over, your plan is already working for you. I am not entirely sure what you mean with "unlimited speed". You CAN'T travel at unlimited speed; in theory, the speed is limited by the speed of light, and in practice, the engineering challenges are currently such that the actual speed you can achieve is much, much less than that.
