That depends. The Nintendo 3DS was designed solely for gaming. Computers were not designed for just gaming. Although a computer can play many games, not all games that you would be able to play on the the 3DS can be played on a computer. There are probably similar games but they won't be the same. This all depends on the type of game you will be playing though.

A computer used for general purposes is a computer that would not be put under loads of work like streaming, gaming, etc. Normally a general purpose computer has enough power just to do basic thing. Things like browse the web, check emails, etc. Not like other computer with larger components designed to take the stress of gaming, streaming, and compiling.

Yeah, if you really want a cheap gaming computer just go online and search barebone kits. These kits have everything you need to make a computer and it is easy. However, if you are not that handy, try a Gateway - they are about $500 at most electronic stores.
I personally have a HP and think that is is great for gaming, but i also heard that Dell is pretty good for just about anything, i think it is all up to you
The thing that determines whether any computer is a "good gaming computer" or not is almost always the graphics card, which you didn't specify at all. Laptops in general tend to not have especially good graphics cards. A specially branded laptop (Alienware, Dell XPS) expressly designed for gaming can be good, but an HP ... probably not. This doesn't mean it's BAD. It's just not likely to be especially GREAT.

Don't be fooled about the look at of the computer, look for the spec of the computer. If you are looking at a gaming computer, look at the processor speed, RAM and graphics card. For a personal computer just for internet usage, look at RAM and processor speed. If you are looking at a gaming computer, I would personally go to a computer shop and let them build one for you. Or build one yourself.
You need to study computer science to do any work with game design. Most universities offer these computer science courses. Although most gaming companies just want to see that you have the knowledge and care less about degrees then most other businesses.
I'm sure that somewhere, perhaps on sites like EBay, Craigslist, or Amazon, you will be able to find a seller that has the type of gaming computer you're looking for. Keep in mind, however, technology changes and what is the "best" today is "old school" tomorrow. you might just need an upgrade on your current computer to get the best gaming experience for an affordable cost!
