For the player character, no. NPC's can have higher, for some reason Arngeir and Miraak are Lv150, which can be seen using console commands on the PC version.
There are only 81 levels in Skyrim.
You can reach level 81 in Skyrim I think but that will take an awful long time, and to be honest, who would be bothered.
