Possibly. The Universe contains everything that is physical and observable and exists in the set of dimensions that we're a part of. Anything outside of that is completely outside of our ability to detect. Once we detect it, it cannot be said to be in a different universe. If there are other universes, we would never know about them.

If they were not on the plane they would be in a different dimension. So to answer your question... if it wasn't flat... it wouldn't be 2 dimensions.
