There are some image viewers that are able to do that, but that depends on the image type and software implementation. A VERY large image (one that does not fit in the computer memory) will probably fail to open with 99,99% of the software. The best way is to convert it to a smaller image - some image converters support line based processing or similar. If it is a RAW image give it a try to with a software that loads the jpeg previews directly (without conversion). For example AZImage in the preview window.
In Photoshop, open file and go to File > File Info. In adobe Bridge select image then go to File > File Info or choose Metadata workspace. If you have Essentials workspace chosen click on image and take a look at right side of screen on Metadata panel.

Open Photo Shop then press CTRL+O OR click on File menu in upper left corner and choose Open from list, then navigate to folder with pictures, select the required image and Just click on Open Button. Your image will be open in Photo Shop.
Open image in Photoshop then go to Image > Image Size.

You can double click on image in Bridge and it will open in camera raw plugin,there you can work with picture or just save it in other format,press open image and it will open in Photoshop then go to save,save as or save for web and device and save in format you want , or you can open .jpg image in camera raw,right click on image and choose Open in Camera Raw
