Yes there are people living on the moon. A long time ago, Mars became barren and unsafe to live on, so the inhabitants left for the Moon.
They chose not to move to Earth because it was too volitile and dangerous. The moon was the safest option, they still live there today, this is the main reason why there is so much secretecy regarding the moon.
