Mermaids are not actual creatures, so nobody knows. However, fish all have different numbers of scales, so if mermaids did exist, each one would have a different number of scales just like people have different numbers of hairs and skin cells.

There are no real mermaids, so I'll have to go by the usual fictional depictions.

No, there is hair on the very end of a mermaid. Oh, you meant the other end. That's generally not shown as scaly either, but more like a fin (it would make more sense for them to have flukes like whales and dolphins, but they're usually shown as being like a fish's caudal fins).
