I'm not sure about the specific University, but it is very likely that such a foundation exists to support diagnosed bipolar patients through college. Look into it and be prepared to completely prove that you really have Bipolar disorder. (medical forms, signed doctor's notes excusing your behavior when you were younger, everything)
Scholarships exist that will even help out left-handed people.
