Most fishes know as "flying fish" are not achieving true flight. Most of these fish are either jumpers (leaping out of water) or gliders. Although, some fish can achieve true flight. For example the freshwater hatchetfish. These fish can exit the water and they will use their elongated and wing shaped pectoral fins in a flapping motion. They will also use their extremely strong caudal fin to generate thrust and air. If thrust and lift are both present, this is true flight.
It depends what you mean by flying, they can glide but cannot fly like a bird.
Flying fish gather speed while in the water then break the surface and spread out their pectoral fins and can then glide in the air for a long time. The link below will provide more detailed information.

No they have fins they use these to move although some fish use thes to glide out of water for a few seconds a time eg flying fish

No fish ave wings - even the flying fish do not have wings. However rays ans skates have a body shape were parts are called wings and these come in pairs.
