Do you mean "spiders that make cobwebs"? Do you mean "poisonous" (like hemlock tea) or venomous (like cobra venom)? The word "cob" in "cobweb" just meant "spider." So a cobweb is just a spider web. Not all spiders are venomous. No spiders are known to be poisonous. Since black widows make webs, some "cob spiders" are highly venomous.
I think all spiders are venomous but in different ways. Very aggressive spiders will bite more often and have a less venomous bite. Really shy spiders do not bite often and will only bite if messed if or hurt and have a way more venomous spider bite. No, i live in Alaska there are no rats. this is the only place in the world that doesn't have rats. We keep our ports and borders clean from rats so they can't get in here. We don't have deadly spiders or snakes either.
