Yes, Funimation is still dubbing One Piece and currently about to release the Jaya arc of the Skypiea Saga.
As of my last update in October 2023, there were no official announcements regarding another company taking over the dubbing of "One Piece." The series has been primarily handled by Funimation for its English dub. However, licensing and dubbing rights can change, so it's always a good idea to check for the latest news from reliable sources.
One can learn about Punjabi dubbing from several different places. Some of the places in which one can learn about and become more familiar with Punjabi dubbing are: YouTube, and JBI Studios.
Funimation and Toei have not decided on an agreement for the licensing of the new dubbed episodes. People have been waiting since last year and it was supposed to be released two months after 205 (that was aired on June 18th, 2011). For now, the dubbing for the next season of One Piece (episodes 206-217) is scheduled for August 7, 2012.
Funimation is currently dubbing the series in English. They seem to only releasing them on DVD since it's no longer on any English program channel.

This is because when 4Kids stopped dubbing One Piece they had edited out 40 episodes. Funimation continued dubbing from 144 (104 in 4kids numbering of episodes) until it got to 195. Then they restarted dubbing from episode 1 and released the episodes as DVD's in America as they don't have rights for other countries yet. The most recent set, released on 16th march, had up to 130. In two months the next set will be out and that contains up to 143. (maybe 144 not sure.)
