It depends on how unsantitary and what areas.
So let me give some scenarios here. So you don't go jumping a family that may be just living.
IF you have a neighbor or family or friend that has kids and their home is:
Unclean to a point of cockroaches, and other bugs,
No clean clothes for the kids to wear daily
Children are not bathed daily
Bathroom and Kitchen fixtures and rooms and floors are unsanitary and not cleaned regularly, like an foot of dirt on the floor and an inch or more of scum on the tub and toilet is black from germs as well as the kitchen has no dishes done in more then a few months,
and it stinks from dog feces or cat feces or animal feces out of control
The animals roam and go to the bathroom wherever.
The beds are never made. or clean sheets on them regularly
The children are filthy and never have clean clothes and run around as such.
Show up to school in filthy and/or holes in their shoes and filthy shoes, no socks, etc..
The children in this house are frequently ill because of the conditions of the home.
The house is never picked up or it looks like they just moved in the house.
Farm animals are in the home, chickens, pigs, etc.. and don't laugh we do have some in Maine that are this way.. they even live in the tub! And they are not cleaned up after in the home at all.. allowed to live as they want and do as they want with potty..
There are junk cars everywhere and protruding metal all over the yard, and safety hazards for young children, rat infestations in the yard, there are oil and gas spills all over the yard and/or antifreeze spills all over the yard.
Then yes this is unsanitary and unclean and yes I would be complaining and there is no attempts to clean the house by anyone in the home or any attempts to clean the yard, etc and there are this kind of things around. Then yes there is a situation.
And CPS or DHS of your state needs to be called out and investigate the home.
Don't call them though if they are trying to clean it up and the parents are ill or the children are just normal kids and not willing to clean up anything.
I live out in the country and we are junkers, but our stuff is not all over the road and we keep the yard cleaned up and my trailer is overloaded with stuff... but we have outgrown it, but the floors are cleaned and the fixtures are cleaned at least twice to three times a week and we can walk around the house there are floors showing. and the pets are cared for and bathed twice a month and let out for potty and the cat box is cleaned weekly! And starting soon i will have someone come in and clean the bathtub for me better then i can..and behind fixtures and my counters better and my cupboards once a for me better then i can.. as I have a disease that prevents me from this, but I do keep my house clean as I can for my family. and disinfected.. even though we are cluttered..
