No, upgrading to the next expansion level is not free. You can update your client for free with the patches that automatically download, but to access new content, you have to pay for the expansion. The expansions to date are Burning Crusade (now included free when you buy the Basic WoW), Wrath of the Lich King, and Cataclysm. The next expansion is Mists of Pandaria, which should be released in 2012.
