Nope - an electro-magnetic pulse will erase everything on the computer's hard-drive - as well as all the microchips on the motherboard. You would have to literally replace every chip on the motherboard and other 'satellite' boards such as the modem, video card etc - as well as the hard-drive.Cheapest solution would be to simply buy a new computer !
It might not be your computer that is being slow. It might be your browser, try upgrading it to the newest form of your browser. If your browser is up to date then it might be your flash player, upgrade it to the newest one. if both of the above don't apply try closing any browser windows that you are not using, put all your work onto a removable drive (such as a pen drive) or try upgrading you PC.

Presumably you are talking about replacing (upgrading) system RAM, as its been a long time since 256mb or 2 gb hard drives were common. That being said, replacing the RAM in your computer will have no effect on the data stored on your computer. Long-term storage of user data is done with the hard disk. System RAM is temporary storage only, and is wiped every time the computer is powered down.
