Nope - an electro-magnetic pulse will erase everything on the computer's hard-drive - as well as all the microchips on the motherboard. You would have to literally replace every chip on the motherboard and other 'satellite' boards such as the modem, video card etc - as well as the hard-drive.
Cheapest solution would be to simply buy a new computer !
