Laptops get viruses all the time. If you are able to get a new laptop you should as it comes with warranty and antivirus trials. The option of getting used laptops is not great as they can break and might need repairs more often. Laptops that are used for "college purposes" are still same use as 20 years ago so a used laptop shouldn't be a problem as long as it does not get a virus.
A refurbished laptop can often be just as good as a new laptop. It is a good choice for a college student because they normally come with a warranty but they are not as expensive as a new laptop.

There are anumber of factors to consider when deciding on a laptop to enhance college studies. Really it depends of what the laptop will be used for, either constant typing or for design purposes. Alternatively HP offer laptops that can also be used as a tablet, making the transportation of key information to college a simple and lightweight task.
