That would depend on one's definition of Civilization. If civilized here means what most Europeans thought were proper (as is often the case with natives), then absolutely not, Vikings were vicious raiders who pillaged, looted, burned, and so on and so forth. That being said Civilization now generally means: some kind of organizational structure, a system of writing, and city (though that does not mean city as in the contemporary meaning, but rather a settled down area to live). Using that definition Vikings had all three categories and would thus have Civilization, and thus be civilized.
