All the generations of mankind have the "potential" to be "reborn" and "adopted" into God's future Immortal Family of God through the same kind of Faith Abraham had -- thus becoming God's Children.
"The REAL Children of Abraham, then, are all those who put their Faith in God." (Gal.3:7)
"...you are all Children of God THROUGH FAITH IN Jesus Christ... And now that you belong to Christ, you are the TRUE CHILDREN OF ABRAHAM. You are his heirs, and now all the Promises God gave to him belong to you." (verses 26 & 29)
So unless and until a person has God's Holy Spirit Living within him to guide him in his spiritual struggle to be Reborn... to guide him in the spiritual direction of God's Wisdom, Knowledge and Understanding toward that Birth, then that person is NOT God's Child.
The Bible is speaking to those able to "hear" and "obey" God's Holy Spirit within them when it says:
"For His Holy Spirit speaks to us deep in our hearts and tells us that WE ARE GOD'S CHILDREN. And since we are His Children, we will SHARE HIS TREASURES -- for EVERYTHING God gives to His Son, Christ, IS OURS, TOO. But if we are to share His Glory, WE MUST ALSO SHARE HIS SUFFERING. Yet what we suffer now is nothing compared to the Glory He will give us later. For ALL CREATION IS WAITING eagerly for THAT FUTURE DAY when God WILL REVEAL WHO HIS CHILDREN REALLY ARE." (Rom.8:16-19)
