There is no cheat to catch rayquaza in Pokemon soulsilver. To catch rayquaza, (depending on which game you have 'cause s.s. you catch groudon and h.g. you catch kyogre) you have to first catch either Groudon or Kyogre, then you have to get the other one from Pokemon h.g. or s.s. -Go to embedded tower and catch what ever one. -Trade with someone who has the opposite game with you and get their legendary. Take both Groudon and Kyogre to the Embedded tower and you will be able to defeat/battle rayquaza. Hope it helps.

you have to go to sootopolis city and then you go up to the cave that the old guy was blockoing and would not let u go in... he will let u in since u have blue orb and then u have to find ur way through the cave (not hard at all) and then u battle kyogre and then use ultra ball or master ball to catch him and bam, u got kyogre (do not kill kyogre as u can not face him or get him again) :) to catch kyogre in Pokemon Sapphire you must get into the cave on the 8th gymleaders island i don't remember how to though you should be able to figure out

Provided you don't catch the Legendary Pokémon from the Hoenn region called Groudon in the Embedded Town in Pokémon SoulSilver then the only thing that will happen is that you will not be able to catch Rayquaza in Pokémon SoulSilver within the Embedded Tower because you need the in-game Groudon as well as an in-game captured Kyogre that originates from the Embedded Tower in Pokémon HeartGold.

In Pokemon Emerald what is the best way to catch Kyogre because I can't catch him?
SAVE THE GAME BEFORE GOING IN FRONT OF KYOGRE. Therefore, if you kill him, or die yourself, you can restart. To catch Kyogre, have a Pokemon that know Thunder-wave, and another one that knows False Swipes. (Thunder-wave paralyzes, and False Swipes can bring an opponent down to one HP without killing them.) Use Thunder-wave to paralyze Kyogre, and then use False Swipes. Bring it down to 1 HP, and then catch it. To catch it, I would recommend a NetBall or an UltraBall. (If the battle went on for a long time, use a TimerBall.) Another strategy is to use a Pokemon that knows Flash. (Flash lowers opponents' accuracy.) Keep using Flash until their accuracy can't go any lower. Then use NetBalls, or draw out the battle and use a TimerBall. But Flash is so Kyogre won't really be able to hit you. If you can, catch a Rayquaza (I may not have spelled it right), and use Outrage. Be sure not to kill Kyogre!
