There is no one-answer-fits-all here. In some cases, you can be permitted to drive if legally blind; naturally, your vision must be examined by the local Department of Motor Vehicles and your individual case must be personally inspected. One who has vision in only one eye can possibly be permitted to acquire a driver's licence, while still being legally "blind". By saying "no, never, absolutely not", which is false, the previous answerer obviously failed to take into account that "legally blind" is not synonymous with "completely blind".
Legally, no. They deserve punishment.
In the UK a person who has had a stroke is legally forbidden to drive for a set period after the stroke (usually one month) and after that is only allowed to resume driving if their doctor declares them fit to drive. honestly, if they are even part blind they shouldn't drive. I would hope this person would not want to put other drivers and children at risk by attempting to operate a motor vehicle. Hard enough to drive with good eyesight, let alone driving partially blind.
Sadly, Children under 18 are not legally allowed to drive any thing with above 39cc .
a dually forklift is a forklift that has 2 drive tires on each side
