You certainly can at Toronto Maple Leafs games at the ACC. The ushers often take the pictures of the fans with the rink in the background for you, if you ask them. Makes for a nice souvenir of the game, especially for the kids.
Don't know about concerts. I imagine it would be impossible to police it, even if they said no cameras...
