Technically you can be considered an adult at anything from 16 to 18 but yes you can be considered as an adult if you are 17. However you can't by alchol, cigarette's, ect. at 16 you can apply for a provisional driving licence and get married with your parents permission; at 17 you can be interviewed by the police without anyone 21+ there and be a blood donor and at 18 you can vote and make a will.
